920.04 SECURITY DEPOSIT PROCEDURES.
   (a)   Security Deposit for Utility Services. The amount of required deposit for each utility shall be:

   (b)   Consideration of Timely Payment. Payment of utility charges shall be considered timely if the total amount of indebtedness due the Woodsfield Utility Office within thirty (30) calendar days of the date of the billing.
   (c)   Maintenance of Funds Paid as Security Deposit. No interest on deposits shall be accrued or paid.
   (d)   Payment Required Prior to Connection or Transfer of Service. The Woodsfield Utility Office shall require a Security Deposit to be paid upon application for service and prior to connection or transfer of a Utility Service Account with the Municipality of Woodsfield.
   (e)   Return of Surplus Funds Upon Payment of Final Bill. A Security Deposit may be applied to a customer’s final bill, and any amount not needed to pay the customer’s indebtedness on the final bill. Any portion of the security deposit to be refunded shall be issued within thirty (30) calendar days of when the customer’s service is discontinued.
