(a) The Village will retain complete ownership of all lines, material, and infrastructure established by Woodsfield municipal utilities from the point where the primary line connects to the subscriber’s line to the end point of the subscriber’s service.
(b) Any lines, material, and infrastructure on the secondary side of the meter is the property, responsibility, and liability of the subscriber.
(c) Any lines, material, and infrastructure on the secondary side of the meter is the property, responsibility, and liability of the subscriber.
(d) There shall be no transmission or provision of utilities by any other utility service provider(s) over or through utility lines owned by the Village.
