(a) No person, firm or corporation shall deposit, place, store or maintain, upon any street or alley, any weeds, grass, or other types of vegetation, or litter as defined in Section 913.02(b).
(b) No person, firm or corporation shall permit or cause to be discharged any such matter or material into any public sewer, drain or catch basin, or street drainage gutter or obstruct, in any manner, any inlet or outlet of any public sewer or drain in such quantities as may tend to block, clog, obstruct or injure any sewer, drain, catch basin or gutter.
