909.03 EXCAVATION PROCEDURE.
   (a)    The excavation shall be replaced in six-inch layers and heavily rammed by a tamper not to exceed six inches square. If the dirt to be replaced is dry it shall be made wet while being tamped. This process shall continue until the ditch is full to the level of the bottom of the bricks, concrete, slag or Kentucky Rock, as the case may be, the last six-inch layer being the gravel, rock or other substance which was under the brick, concrete or Kentucky Rock. The ditch shall then be filled to at least one-half inch above the finished roadway with plank, which plank must be the full width and length of the ditch. In case the ditch or opening that is to be made extends clear across the street or so far as not to leave sufficient room for vehicles to pass on the improved street, the excavation shall be made to the center of the street only, leaving the remainder intact until the half is opened up and refilled as herein provided, so that traffic may pass over the other half of the street, after which the remaining ditch may be opened.
   (b)    After the ditch is filled up and planks placed as herein provided, the Village shall then take care of the remaining fill and the laying of the brick, concrete, slag or Kentucky Rock asphalt.
   (c)    If, however, the person, firm, copartnership or corporation puts up the cash bond and the surety bond as hereinbefore provided, they may replace or improve the street so that it will be in the same condition as it was prior to the excavation, complying with the regulations hereinbefore mentioned, except that they may replace the street surface instead of planking the same and leaving the rest for the Village to complete.
