No person, firm, copartnership or corporation or their employees shall remove or cause to be removed any brick, concrete, Kentucky Rock asphalt or slag from, or make or cause to be made any excavation in, any of the streets or alleys, or make or cause to be made any excavation in any lawn plot between the street and sidewalk curbs on any street within the Village without first obtaining a written permit therefor.
