(a) Reserved parking spaces may be provided by the Village upon streets or other public parking areas for the use of physicians and other business establishments.
(b) Any physician or other person may make application to the Mayor, requesting reserved parking. Such application shall contain:
(1) The name of the owner;
(2) The nature of business;
(3) The location of the business;
(4) Reason for which reserved parking is needed.
(c) Upon receipt of an application for reserved parking, the Mayor shall transfer such application to Council. The reserved parking shall be granted when:
(1) Adequate off-street or private parking is not available or convenient; and
(2) The nature of the business requires reserved parking.
(d) Upon approval of the application by a majority of Council, the reserved parking space shall be provided and appropriately marked. Any space provided hereunder may be revoked at any time by majority vote of Council.
(e) Each physician or business obtaining such space, shall pay to the Village the sum of twenty-five dollars ($25.00) per year, payable in January of each year.
(f) No person except the physician or businessman or his agent or employees shall park in such space.

(g) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
