351.14 PARKING ON TREE LAWN AREAS REGULATED.
   (a)   No parking shall be permitted between the sidewalk or sidewalk area and the street except that the area between the curb and sidewalk location, in all streets of the Village wherein parking on either side is prohibited, may be used as a parking area with the following limitations:
      (1)   Property owner must pave the area to be used.
      (2)   Property owner must first obtain permission from the Zoning Administrator.
      (3)   Property owner must have the paving of the area done under the supervision of the Street Commissioner.

   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
