(a) The Village shall adopt and institute provisions contained within the Ohio Municipal Records Manual prepared by the Ohio Historical Society, Columbus, Ohio, a copy of which is kept on file with the Clerk, as the regulations to be followed by the Village and the Records Commission.
(b) If a conflict occurs between provisions contained within the Ohio Revised Code and such manual, provisions of the Ohio Revised Code shall take priority.
