151.14 COMPENSATORY TIME FOR SUPERVISORY EMPLOYEES.
   (a)   Oversight by Administrative Supervisor. All supervisory employees must complete a time sheet to reflect the hours worked, vacation, compensatory time, sick leave, and holiday leave used. For purposes of this legislation, an administrative supervisor shall have oversight of all activities governed by this legislation.
      (1)   For purpose of these provisions, the Mayor shall serve as the administrative supervisor of the Village Administrator, the Chief of Police and the Income Tax Administrator.
      (2)   The Village Administrator shall serve as the administrative supervisor of the Superintendent of Power and Light Utility, the Superintendent of the Water Utility, the Superintendent of the Waste Water (Sewer) Utility, the Superintendent of the Street Department, and the Superintendent of the Municipal Cable System.
   (b)   Authorization of Time Sheet. The Administrative Supervisor shall sign the time sheet of each Supervisor. In the absence or unavailability of the Mayor, the Clerk may sign the time sheet of each supervisor.
   (c)   All overtime work must be approved by the administrative supervisor unless an emergency occurs that requires overtime. The Mayor shall approve/disapprove the overtime request. Employees should submit a Request for Overtime within two working days after the overtime work was performed.
   (d)   Compensatory Time; Maximum Accumulation. Employees who accumulate compensatory time instead of overtime pay may not exceed the maximum accumulation of eighty hours of compensatory time off. Any compensatory time accrued beyond eighty hours shall be paid at the hourly rate accrued; such payment shall be made in the pay period following the pay period when the employee exceeded eighty hours accumulated compensatory time.
   (e)   Payment of Third Quarter of 2008 (July 1, 2008 – August 30, 2008). The Village Administrator, Superintendent of the Power and Light Utility, the Superintendent of the Water Utility, the Superintendent of the Waste Water (Sewer) Utility, the Superintendent of the Street Department, and Superintendent of the Municipal Code System shall be paid for all compensatory time hours beyond eighty hours as any such individual’s balance existed September 30, 2008.
