151.13 DONATION AND DISTRIBUTION OF ACCRUED UNUSED BENEFITS.
   (a)   Creation of Extraordinary Medical Circumstance Benefits Account. The Clerk shall establish an account to receive and register any vested unused benefits donated for the good of a Village employee with extraordinary medical circumstances. The account shall be administered as further provided within this legislation.
   (b)   Designation of Extraordinary Medical Circumstance. Council shall reserve complete discretion to authorize access to the Extraordinary Medical Circumstances Benefits Account on a case-by-case basis. Upon its own initiative or upon petition by any Village employee, Council may review that employee’s circumstances for which leave is required. Then, by a majority vote at an authorized meeting of Council, the Council may specifically declare the existence of extraordinary medical circumstances and direct the Clerk to receive donated benefits on behalf of the affected employee, and disburse such benefits.
   (c)   Administration of Extraordinary Medical Circumstance Benefit Account. The Village Clerk shall thereupon register donations of unused vested benefits and immediately adjust the remaining balance of each donor’s leave benefits. The Village Clerk shall register, and, as necessary, distribute the donated benefits on behalf of the donee employee.
