(a) The Recreation Board shall have general control over all public parks, playgrounds, swimming pools, auditoriums or other recreational facilities acquired by the Village.
(b) The Board shall elect a member to act as chairman and shall elect a secretary who shall keep accurate minutes of all proceedings and who shall keep an accurate accounting of all moneys received and expended.
(c) The Recreation Board shall submit to Council on or before December 1 of each year a budget for the next ensuing calendar year and shall provide upon the request of Council a report as to the Recreation Fund.
