The Fire Chief shall take charge and custody of all fire apparatus and equipment and see that the same are in good order and condition and at all times ready for use. He shall have control of the Fire Department and its companies subject to the constitution and by-laws of the Fire Department and shall be in full charge of the Fire Department during all fires and may, at any time during a fire, call upon any resident to perform labor which in his judgment is necessary to extinguish the fire.
