139.05 ACCESS TO MEASURE USAGE.
   (a)   Each public utility of the Village, acting through its authorized agent, shall have authority to regularly and reasonably determine the usage of public utility services by personal monthly inspection of meters at the premises of the utility user.
   (b)   Refusal or failure of the utility user to allow reasonable and regular monthly access to determine charges owed shall result in any or all of the enforcement options listed below. These options are available whether or not there is an actual arrearage at the time of notice from the Board to the utility user. Such enforcement options available to the discretion of the Village Administrator shall include:
      (1)   Discontinuation and disconnection of utility services, and full charges for re-connection of utility services upon reading of meter and determination of actual usage.
      (2)   The Village shall reserve the right to install any utility usage-monitoring remote meter to a site more accessible to its agent or utility technician. The utility user will be assessed the cost of material and labor to install this remote meter. This assessment shall be paid by the utility user prior to re-connection and resumption of service.
      (3)   In addition to the charge for re-connection and assessment of remote meter installation, any utility user violating this section shall be fined fifty dollars ($50.00). Such fine shall be paid prior to re-connection.
