133.03 POWERS, DUTIES, AND FUNCTIONS.
   The Woodsfield Village Fiscal Officer appointed pursuant to this chapter shall exercise the powers and perform the duties and functions authorized by the laws of the State of Ohio and the Village of Woodsfield. Without limitation, this shall include:
   (a)   Keeping and maintaining the financial records of the Village, establish the accounting system, payroll, data processing, claims, payments, disbursements, receipts, bill payments, investments of municipal funds, debt management, issuance of insurance programs, and financial records.
   (b)   Supervise any personnel that may be assigned to the Fiscal Officer;
   (c)   Prepare reports used by the offices, departments, divisions, committees, commissions, boards, and any other entity of the Village of Woodsfield;
   (d)   Assist the Mayor, Council, Chief of Police, and Village Administrator in the preparation and submission of appropriation measures, estimates, budgets, capital programs, and other financial matters;
   (e)   Provide full, complete information concerning the financial matters and status of the Village as requested by the Mayor, Council, Chief of Police, and Village Administrator;
   (f)   Provide full and complete information and assistance concerning the finances or accounting systems or records of any office, department, division, bureau, board or commission of the Village as requested by the Mayor, Council, Chief of Police, and Village Administrator; and
   (g)   Include, without limitation, certification and continuing, updated proficiency in all operations and functions of the Uniform Accounting Network.
