The Park and Recreation Advisory Commission shall have advisory powers only and shall advise the Mayor, City Council, and City Manager with reference to the following:
(A) The maintenance, planning, and development of all existing or hereafter created parks and playgrounds governed by the city;
(B) The acquisition of new park, playground, and recreational facilities in and for the city; and
(C) The operation of the recreational program and facilities of the city, including the operation of existing recreational facilities such as the Recreation Center, the Belk Memorial Park golf course, and the Round House.
