The Park and Recreation Advisory Commission shall adopt such rules and bylaws for the governing of the Commission as it shall deem necessary, except that such rules and bylaws shall in no way be in conflict with the ordinances of the city nor the laws of the state. Fifty percent or more of the listed membership of the Commission shall constitute a quorum thereof.
