The purpose, powers, and duties of the Storm Water Commission shall be to:
(A) Acquire and maintain in correct form such basic information as is necessary to an understanding of past trends, present conditions, and forces at work to cause changes in storm water flooding conditions within the city and surrounding environs;
(B) Conduct such public hearings as may be required to gather information necessary for reviewing and evaluating alternative proposals;
(C) Evaluate alternative proposals and to recommend to the City Council a plan to alleviate these flooding conditions; and
(D) Perform other duties which may have bearing on the preparation or accomplishment of the plan.
