There is hereby established a Plan Commission which shall consist of 13 members to be appointed by the Mayor; subject to the approval of the City Council. The members shall be citizens of the city or shall reside within one and one-half miles of the city and be representative, so far as possible, of different professions and occupations. Terms of office shall be five years and shall be staggered so that the terms of three such members shall expire each year, except that in one year of each five years the term of but two such members shall expire. The Mayor shall annually during the month of May of each year, with the consent of the City Council, designate one of the members of the Plan Commissions to serve as Chairperson for a term of one year.
