§ 157.42 COMPLAINT.
   Whenever any violation of the chapter occurs, or is alleged to have occurred, any person may file an oral or written complaint. The Administrator shall record such complaints, promptly investigate, and (if necessary) institute appropriate corrective action, punitive action or combination thereof.
