The Clerk shall mail a statement of the total expenses incurred to the dwelling owner, in accordance with the Illinois Compiled Statutes. If the owner has not paid the total amount due within 15 days after said statement is mailed, the costs shall constitute a lien on the property. The Municipal Clerk shall file notice of this lien with the Recorder of Deeds in this county, setting forth a description of the real estate sufficient for identification, the amount of the expenses incurred, and the date on which the expenses were incurred.
