The Mayor, with the approval of the City Council, shall appoint nine directors, three of whom shall be appointed each year for a three-year term before July 1 of each year. They must be chosen from the residents of the city with reference to their fitness for such office and not more than one member of the City Council shall be at any time a member of the Library Board of Directors. The Mayor shall annually during the month of May of each year, with the consent of the City Council, designate one of the members of the Library Board of Directors to serve as Chairperson for a term of one year.
