It shall be unlawful for any utility company to begin providing gas, water, electric or telephone service until a valid occupancy or temporary occupancy permit application is on file with the Building and Zoning Administrator. The city shall not provide water service until a valid occupancy or temporary occupancy permit application is on file with the Building and Zoning Administrator.
