§ 157.03 APPLICABILITY.
   (A)   Every building or its premises used in whole or in part as a home or residence or as an accessory structure thereof, of a single family or person and every building used in whole or in part as a home or residence of two or more persons or families living in separate rooms or commercial apartments shall conform to the requirements of this code, regardless of the class to which such buildings may otherwise belong and regardless of when such building may have been constructed, altered, or repaired.
   (B)   Every person, applicant, owner shall apply for an occupancy permit, no occupancy permits shall be necessary or issued until such time as an actual change of occupancy. It shall be unlawful for the owner of any residential or commercial structure or dwelling unit that has been leased or rented or is intended to be leased or rented to rent for occupancy until said owner has first secured an occupancy permit, authorizing said occupancy for the buyer, lessee or transferee as the case may be and has delivered said permit to said buyer or lessee.
