(A) (1) There is hereby created the Department of Public Services.
(2) This Department shall consist of the Director of Public Services and such other officers and employees as may be provided for by the City Council.
(B) There is hereby created under the Department of Public Services, the following separate administrative divisions:
(1) Division of Sanitation;
(2) Division of Inspection;
(3) Division of Water Supply and Distribution;
(4) Division of Engineering; and
(5) Division of Streets and Sewers.
(C) (1) A Division Superintendent shall be appointed to head each division of the Department by the City Manager upon the recommendation of the Director of Public Services and who shall serve as ex officio head of the divisions pending appointments.
(2) Their duties shall be in harmony with the title of their positions and as prescribed by the Director of Public Services.
