(A) Upon a determination by the City Manager or his or her designee that the applicant is qualified to receive such license and upon the payment of the fee and the furnishing of a bond as hereinbefore provided, such license shall be issued by the City Manager, countersigned by the City Clerk.
(B) When two or more persons, co-partners, are applicants for such license, the same shall be issued in the name of the firm or co-partnership.
