(A) It is an offense for a used tires and rims dealer to pay cash to a person who presents used tires and rims at the time of the transaction. A check may be issued.
(B) The payee on the check shall be the name of the seller who conducted the transaction.
(C) A dealer must issue a check for all industrial accounts under the company name and no cash may be given to any employee or owner.
