Upon receipt of an application for a license, such investigation as shall be deemed necessary in regard thereto shall be made. If the Chief of Police is satisfied that such canvassing or peddling is for a legitimate purpose, then he or she shall so certify to the City Clerk, who shall than issue a license, which shall be nontransferable. If the application is rejected, the application may be appealed to the City Council.
