Upon receipt of the application and cash bond, such investigation shall be made as deemed necessary in regard thereto. If the City Council is satisfied that the proposed activity is within the provisions of this chapter, it may be approved. However, nothing in this chapter shall limit the power of the City Council to impose conditions for the reasonable protection of the public health or safety, or for the protection of the immediate neighborhood.
