Upon receipt of an application for an auction, yard, or garage sale permit, such investigation as shall be deemed necessary in regard thereto shall be made. If the City Clerk is satisfied that the proposed sale is within the provisions of this chapter, a permit shall be issued. The permit shall be nontransferable and displayed in a prominent place at the premises of the sale. If an application is rejected, it may be appealed to the City Council.
