Whenever any person shall fail to pay any tax or penalty herein provided, the corporation counsel, upon the request of the City Council, bring or cause to be brought an action to enforce the payment of said tax on behalf of the city or any court of competent jurisdiction, and shall also collect all court costs and attorney fees from the tax evader.
