§ 115.07 LIENS.
   It shall be unlawful for any person to establish, operate, or maintain, or permit to be established, operated or maintained upon any property owned or controlled by him or her, a hotel or motel within the city, without having first obtained a license therefore, from the city or without complying with all the provisions of this chapter.
   (A)   Any owner/operator shall be required to, on May 1 of each year, submit a license application to the city with the applicable license fee of $500. Said license is valid for one year.
   (B)   No license shall be issued or annually renewed for a hotel or motel delinquent in payment of the tax imposed herein or the payment of any fines and or penalties assessed for the non-payment or late payment thereof. The annual fee for such a license for a hotel or motel shall be $500. This license shall be valid for one year and is set forth as Exhibit B and made a part hereof as if fully set out herein.
