(A) Every applicant, before being granted a license, shall pay the following annual license fee for the privilege of operating or maintaining for operation, each cigarette vending machine as defined herein: cigarette vending machine: $20 per machine.
(B) The license fee shall be paid annually, in advance, of May 1 of each year; the license to expire on April 30 of each year.
