§ 114.23 INSPECTION.
   Application for a license shall be made out in duplicate, one copy being retained by the City Clerk and the other copy being referred to the Chief of Police. The Chief of Police shall investigate the location wherein it is proposed to operate such machine (and ascertain if the applicant is a person of good, moral character). If the Chief of Police determines that the applicant is not of good moral character, he or she shall report such findings to the City Manager, who shall report same to the City Council.
