§ 113.999 PENALTY.
   (A)   Whoever violates any provision of this chapter for which another penalty is not specifically provided, shall be fined not more than $500 for each violation, and each day the violation continues shall constitute a separate offense.
   (B)   Unless otherwise expressly provided, any person, firm, or corporation convicted of violating any provision of §§ 113.01 through 113.18 shall be fined not less than $25 and not more than $500, except that the third and all subsequent convictions within any 12-month period shall be deemed to be misdemeanors, and the person, firm, or corporation guilty thereof may be fined not less than $25 and not more than $500.
