The provisions of this subchapter regarding the issuance of licenses for certain amusements does not apply to athletic events conducted by the public or parochial schools or conducted under the auspices of a service or fraternal organization, where the proceeds of the admission fees are to go for a charitable cause, nor does this subchapter apply to carnivals sponsored by veterans, fraternal, or service organizations where the proceeds of admissions are to be applied for charitable or philanthropic purposes, provided that the City Council must first grant permission for a veterans, fraternal, or service organization to bring in a carnival.
