It shall be unlawful for any person, firm, or corporation, whether a licensed bill poster or not, to distribute handbills, circulars, dodgers, pamphlets, cards, pictures, or any advertising matter of any kind whatsoever, by placing the same in or upon any motor vehicle standing or parked in the public streets of the city.
