§ 111.02 POSTING BILLS OR ADVERTISEMENTS.
   (A)   It shall be unlawful for any person, firm, or corporation to post any bills or advertisement on any public property without the authority of the City Council.
   (B)   It shall be unlawful to post any bill or advertisement on any property without the written consent of the owner thereof.
