§ 110.03 ISSUANCE.
   Upon the filling out of an application blank, and the payment to the City Clerk of the fee required, it shall be the duty of the City Clerk to issue a license to such applicant, which license shall be signed by the City Clerk with the corporate seal thereunto affixed, and countersigned by the City Manager.
