§ 32.22 MANNER OF ADDRESSING COUNCIL; TIME LIMIT.
   (A)   The City Council shall allow for public comments at the beginning of each meeting as indicated on its agenda.
   (B)   The citizen comments time is allowed at every open meeting.
   (C)   In order to encourage all citizens to speak and to give each citizen ample opportunity to speak, a time limit of five minutes maximum shall be allowed for each speaker. This is in the interest of allowing every citizen who wishes to speak an opportunity to do so while still preserving the efficiency of Council meetings. If each public comment cannot be provided in the five-minute time limit permitted, then they can be submitted to the City Council in writing for consideration and will be addressed at a later time.
   (D)   The City Council will not immediately respond to all public comments in order to adequately compile all of the necessary information to make an informed response. At times, some issues may be addressed immediately by the City Council, however, that would be the exception, not the rule.
   (E)   If a speaker becomes disruptive, hostile, argumentative, or uses foul language, the City Council reserves the right to remove any citizen from disrupting the Council meeting or threatening the public safety. This includes asking the disruptive speaker to voluntarily vacate the meeting. However, the City Council can involve local law enforcement in order to escort the disruptive speaker from the premises.
   (F)   No citizen may add to or delete any items on the posted agenda.
