For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL CONTROL OFFICER. Any person appointed by the city to perform duties as assigned to effectuate this subchapter.
ANIMAL SHELTER. Any premises designated by action of the city for the purpose of impounding and caring for all animals found running at large in violation of this subchapter.
AT LARGE. Any dog shall be deemed to be at large when it is off the property of his or her owner and not under restraint of a competent person.
CONFINED. Restriction of an animal at all times by the owner, or his or her agent, to an escape-proof building or other enclosure away from other animals and the public.
DOG. All members of the family Canidae.
DOG BITE. Has been seized with the teeth or jaws so that the person or animal seized has been nipped, gripped, wounded, or pierced, and further includes contact of saliva with any break or abrasion of the skin.
EXPOSED TO RABIES. A dog has been exposed to rabies within the meaning of this subchapter if it has been bitten by, or been exposed to any animal known to have been infected with rabies.
FIERCE DOG. Violently hostile or aggressive in temperament.
LEASH. A cord, rope, or chain which shall be securely fastened to the collar or harness of a dog and shall be of sufficient strength to keep such dog under control.
OWNER. Any person having a right of property in a dog or who keeps or harbors a dogs or who has it in his or her care, or acts as its custodian or who knowingly permits a dog to remain on or about any premises occupied by him or her.
RESTRAINT. A dog is under restraint within the meaning of this subchapter if it is controlled by a leash, at “heel” beside a competent person and obedient to that person’s commands, or within a vehicle being driven or parked on the streets, or within the property limits of its owner or keeper.
SPAYED FEMALE. Any female dog which has been operated upon to prevent conception.
