§ 90.06 REMOVAL OF VEHICLE.
   (A)   Failure of any person, firm, or corporation to remove any abandoned or inoperable motor vehicle or parts thereof, after seven days from the issuance of said notice, the Chief of Police or his or her authorized designee are empowered to remove and dispose of said vehicle or parts thereof after seven days from the receipt of notice. The expressed right is granted to enter the premises and remove said abandoned and or inoperable vehicle from the premises. It shall be unlawful for any person to interfere with, hinder, or refuse to allow such person or persons to enter upon private property for the purpose of removing a vehicle, under the provisions of this chapter.
   (B)   Within 72 hours of the removal of such vehicle, the Chief of Police or his or her designee shall give notice to the registered owner of the vehicle, if known, and also to the owner or occupant of the private property from which the vehicle was removed, that said vehicle has been impounded and stored for violation of this chapter. The notice shall give the location of where the vehicle is stored.
   (C)   When a motor vehicle or other vehicle is authorized to be towed away, the Police Department shall keep and maintain a record of the vehicle towed, listing the color, year of manufacture, manufacturer’s trade name, manufacturer’s series name, body style, vehicle identification number and license plate number and year displayed on the vehicle. The record shall also include the date and hour of the tow, location towed from, location towed to, reason for towing and the name of the officer authorizing the tow.
   (D)   Any police officer, any city official, any towing service owner, operator, or employee shall not be held to answer or be liable for damages in any action by the registered owner, former registered owner, property owner, person claiming property rights to possession inside said vehicle, or his or her legal representative, or any other personal legally entitled to the possession of a motor vehicle when the vehicle was towed as provided by this chapter.
