(A) There is hereby created the office of Director of Parks and Recreation who shall be appointed by the City Manager. In the absence of an appointment to this position, the City Manager shall serve as ex officio Director of Parks and Recreation.
(B) It shall be the Director’s duty to plan and supervise the maintenance, equipping, and operation of the playgrounds, swimming pool, recreation centers, and buildings thereon, and for that purpose he or she may recommend to the City Manager for employment such employees as are necessary and provided for by the City Council.
