§ 31.096 COMMUNITY AND ECONOMIC DEVELOPMENT DIRECTOR.
   (A)   Appointment. There is hereby created the position of Community and Economic Development Director, who shall be appointed by the City Manager.
   (B)   Duties. It shall be the duty of the Community and Economic Development Director to see to the enforcement of all ordinance provisions relating to buildings and zoning and to inspect all buildings or structures being erected or altered, as frequently as may be necessary to ensure compliance with the city ordinances. The issuance and revocation of all building permits and the administration of the building code and zoning ordinances shall also be the responsibility of the Community and Economic Development Director.
   (C)   Entry powers. The Community and Economic Development Director shall have the power to make or cause to be made entry into any building or premises where the work of altering, repairing, or constructing any building or structure is going on, for the purpose of making inspections, at any reasonable hour.
   (D)   Stop order. The Community and Economic Development Director shall have the power to order all work stopped on construction or alteration or repair of buildings in the city, when such work is being done in violation of any provision of any ordinance relating thereto, or in violation of the zoning ordinance. Work shall not be resumed after the issuance of such an order except on the written permission of the Administrator, provided that if the stop order is an oral one, it shall be followed by a written stop order within an hour. Such written stop order may be served by a police officer.
   (E)   Penalty. Any person, firm, or corporation violating any order of the Community and Economic Development Director shall be fined as provided in § 10.99 for each day on which any work in violation of such stop order is done.
