In accordance with the statutes regulating budget procedures, there is hereby created the office of Budget Officer. The Budget Officer shall have all of the powers, duties, and responsibilities as allowed by statute, and such other duties and responsibilities as may be assigned by the City Manager from time to time. The City Manager may appoint himself or herself or any other qualified person to act as Budget Officer, and such person shall serve at the pleasure of the City Manager.
