§ 31.062 MINUTES; NOTICES.
   The City Clerk shall attend all meetings of the City Council and shall keep in a suitable book to be styled the “Journal of the City Council,” a full and faithful record of its proceedings. He or she shall issue, and cause to be served upon all Council members, notices of all special meetings of the Council.
