§ 31.045 ABSENCE FROM CITY.
   (A)   In the event the City Manager shall be absent from the city or is incapacitated from the performance of the duties of his or her position for a period of time longer than 30 days duration, the City Council shall designate an acting City Manager to serve during the period of such absence or incapacity upon such conditions and subject to such limitations of power as the Council may, at that time invoke.
   (B)   In any event the City Manager is absent from the city or incapacitated from the performance of his or her duties for a period less than 30 days, the City Manager shall designate an acting City Manager by written certification filed with the City Clerk giving the name of such person and the duration of the expected absence from the city or incapacity of the City Manager. Any person so named by the City Manager must be an officer of the city in order to be so named.
