(A) Appointment of employees.
(1) The City Manager shall hire and discharge all employees (other than those under civil service or other tenure of office laws) authorized by the City Council to be hired, at such compensation as may be set or authorized by the City Council. All employees shall perform their duties subject to the direction of the City Manager or that of the superior to whom the Manager may assign such employee; provided, that the Manager may delegate to the department heads the authority to hire or discharge any employees so authorized.
(2) All appointments to positions in the service of the city made by the City Manager are to be based on fitness and merit as determined by competitive examinations. Competitive examinations are to be conducted by the City Manager or someone responsible to him or her; however, appointments and promotions in the Fire and Police Departments for fire and police officers serving therein are to be conducted by the Board of Fire and Police Commissioners.
(B) Officers and departments. All appointive officers of the city shall be filled by appointment by the Manager, except where otherwise provided by law; and the Manager shall report to the Mayor and Council such appointments, or any removal from office, made by him or her as soon as possible after the appointment or removal. Every administrative department of the city shall be under the supervision and control of the Manager, who shall have the power to remove from office any officer appointed by the Manager.
