§ 54.03 MEMORANDUM OF UNDERSTANDING.
   Restrictions contained in this chapter are not binding on the city or its assignees. As such, a memorandum of understanding (“MOU”) will be entered into between the city and the Illinois Environmental Protection Agency (“Illinois EPA”) to allow the ordinance to be used as an institutional control in accordance with 35 Ill. Adm. Code 742.1015(a).
