Any person or company who has violated or continues to violate this chapter shall be liable to the city for a penalty of up to but not more than $25,000 per violation per day for as long as the violation continues. In addition to the penalty, the city may recover reasonable attorney fees, court costs, damages, and other expenses associated with the enforcement activities.
