The Water Division shall render monthly reports to the City Manager concerning the operation of said water supply system, showing in detail the receipts and expenditures for the monthly period preceding such report. Said Division shall also from time to time make recommendations to the City Manager, looking to the more efficient maintenance and operation of said water supply system.
